Last night, local Labour councillor Steve Munby called for an urgent summit meeting between the city council, Liverpool Vision and the developers, to debate the future of the plan.
“I have had reservations from the start about the Baltic Triangle project, and though I hate to say ‘I told you so,’ I did say so at the time.
“This is such an important site in Liverpool that we must move forward. It is unthinkable that we can allow a partially completed structure in such an area.
“The Windsor site is sandwiched between Grosvenor’s development and the emerging cultural village. We cannot permit an eyesore to remain in this area.”
A spokesman for Laing O'Rourke said last night: “We do not discuss our commercial relationships through the media and we’re not about to start now.”
The first signs of trouble at the Wapping site emerged last June when work on the scheme was halted by Laing.
Two months later, Laing removed almost 200 builders from the project, believed to have been over the timing of payments by the developer.
The site has been in limbo since then with no prospect of a return to normal construction work.
Council leader Warren Bradley said: “This is an important site and we need to resolve this matter as quickly as possible. We will talk to the administrators as soon as we can. There is £3bn-worth of work going on in Liverpool, and so one or two hitting problems would not be unusual.”
