The tribunal panel said it was satisfied anyone in Mr Coke's position would have been suspended by Mrs Downey, given she believed he was guilty of an offence.
The judgement pointed out that previously a white employee had been suspended from the hotel without pay after suspicions were raised about an offence.
Mrs Downey was yesterday unavailable for comment as she is on holiday. But her deputy manager, Melih Saglam, issued a statement on behalf of the hotel, welcoming the judgement.
He said: "Our staff and management are pleased with the result and that the hotel has been vindicated.
"We hope that this judgement will restore our reputation in the eyes of the people of Liverpool and across the rest of the country.
"The Adelphi employs around 300 staff, including abut 200 full time and 100 part time, and many of them are of different races and come from different countries."
