The blog is named after acomment by Cllr Mike Storey in a dossier of e-mails between him and ex-media chief Matt Finnegan, whichled to him standing down as council leader.
It focuses on alleged conduct by three town hall officials, former chief executive Sir David Henshaw, resources director Phil Halsall and Dr David Mc-Elhinney, managing director of Liverpool Direct call centre.
But it also heavily criticises the council's approachto Capital of Culture, the departure of artistic director Robyn Archer and an investigation into council contracts with private firms Enterprise and BT.
A council spokesman declined to comment.
