After he pleaded guilty, magistrates said the maximum they could sentence him to for the offence was three months in jail.
David Bettles, chairman of the bench, sent Williams to crown court where he could receive a longer sentence.
Williams received a police caution for a similar offence last year.
In mitigation Adam Wright said: "It was not for commercial gain. He is 73 years of age. What we need to do is consider a way to stop him from doing this in the future, some other way of addressing his arthritis."
Outside court, Williams said he was "disappointed" the case had not been dealt with today.
He will appear for sentence at Warrington crown court on March 10.
