Broderick, who was in charge of the men, said he had seen the footage but said he did not know why he had not taken any action.
Adjourning the case, Judge Gerald Clifton said the incident had had a "huge impact" on the woman's life.
He also said that he had not ruled out the possibility of a custodial sentence, adding: "I regard this as a serious matter."
Summerton, 37, of Humber Close, Kirkdale, who previously pleaded guilty to voyeurism but did not appear in court yesterday was also remanded on bail for sentencing on January 13.
A spokesman for Sefton Council, said: "These four men no longer work for Sefton Council.
"Mark Summerton resigned from his post shortly after the allegations arose. The other three were dismissed in February for failing to meet the standards we expect.
