The 'City Centre Perceptions' Study 2006 was commissioned by Liverpool city council and its partners - Liverpool Vision, Citysafe and the Liverpool BID (Business Improvement District) Company.
The study gives council and police chiefs valuable information on how to better allocate resources and allows them to involve the business community in targeting issues through initiatives such as the BID.
Liverpool city centre neighbourhood manager Mike Cockburn said: "This is a very important piece of research as it lets us know exactly what people think about all aspects of the city centre.
"This essential information can help us plan to improve things like parking, lighting, road works and night time events, so more people can access the city centre and have greater confidence that they are entering a safe, well-managed and clean environment.
"We want people in Liverpool and people from further afield to feel that they can visit all parts of the city centre at any time day or night with safe reliable transport in and out and most importantly of all have an enjoyable time."
Carl Speight, General Manager of the Liverpool BID Company added: "It's pleasing to see the progress being made across a number of areas.
"In particular, I'm pleased that the retail offer is very positively rated, particularly given that major improvements like the Met Quarter opening, Grosvenor's Liverpool One scheme and the recently announced refurbishment plans for the St Johns and Clayton Square shopping centres are all yet to play a role in people's opinions.
"We look forward to a further rise in the popularity of retail in the city centre."
Researchers interviewed 916 people using the city centre during the day, plus an additional 174 night time interviews to get a fuller range of views. A total of 173 tourists were interviewed and 112 questionnaires were returned by city centre residents.
