Cllr Flo Clucas, executive member for economic development at Liverpool, said: "Congestion charging is something which I do not think we need in Liverpool and this situation is giving me cause for concern.
"If we charged on busy roads, what would be done to stop people using side streets? There is a real danger of an impact on outer areas.
"It is a problem we already see in Hunts Cross, for example, where people park before using the train. It is good people are using public transport, but the impact on Hunts Cross isn't acceptable and we need to address that."
Details of the plan to look at whether to bid for TIF were announced in the area's updated Local Transport Plan earlier this year. It made reference to looking to see how the technology used to manage tolls on Merseyside's tunnels could be expanded.
A spokesperson for Mersey-travel said: "In order to tap into the funding available through the Transport Innovation Fund we are required to look at schemes that address congestion.
"The Local Transport Plan for Merseyside identifies that congestion isn't generally a serious local issue at present.
