The plans includes Liverpool airport terminal's expansion, which will go before the council in autumn.
Extensive consultation took place before the second Local Transport Plan was written by partners Merseytravel and the five Merseyside local authorities, Knowsley, Liverpool, St Helens, Sefton and Wirral.
Neil Scales, chief executive and director general of Merseytravel, and chairman of the LTP partnership group, said: "The second Local Transport Plan will take us from 2006 through to 2011 and it is an essential part of our plans to improve transport opportunities right across Merseyside and create a single integrated transport network.
"Excellent transport links offer accessibility to investors and improve the quality of life for those who live, visit, work and invest in our city region. They also enable people in disadvantaged areas to get to areas of economic growth and opportunity. The 2006 - 2011 Local Transport Plan sets a blueprint for the future of transport in Merseyside, so that we can help the whole city region to prosper.
"This launch, followed by local events, gives us another opportunity to reach out to as many people as possible. We want the public, our stakeholders and those who we work with to be fully on board with our proposals for the next five years as they are such important times for the region."
