The 14-year-old's asbo bans him from causing harassment and verbal abuse, damaging property or encouraging others to do so.
Community Seven brought the cases against the boys on behalf of Riverside Housing.
Three other youths, Kevin Mutch, 16, of Empress Road, Kensington, Peter Hayes, 15, of St Domingo Vale, Anfield, and James Kennedy, 14, of Adelaide Road, Kensington, were given anti- social behaviour orders at a previous hearing.
Five other teenagers, two 17- year- olds and three 15-year-olds, have previously been given interim asbos and will appear in court at a later date.
Christine Flood, safer neighbourhood and enforcement officer for Kensington, said: "I have been aware of the twins since I came into my post two years ago.
"To my knowledge, from speaking to community members they have caused harrassment, alarm and distress in the area.
"The biggest difficulty for us in gathering evidence is that because the boys are identical twins they were always blaming each other. If they were seen doing something separately people did not necessarily know which one it was.
"People have also spoken to me about Jezz Tierney and I am aware of a number of problems within the community."
