But Cllr Farrell warned there remained many hurdles for the project to clear before it receives the lottery jackpot they are all hoping for.

She said: "Dee House is a complicating factor - you can't demolish a listed building without a very good reason.

"But we can do this without knocking down the important Georgian part of Dee House, and possibly excavate only the arena part of the amphitheatre,

"We would have to negotiate with English Heritage."

Only half of bids still in the running will qualify for a grant of up to £250,000 to fund a detailed application.

That would pave the way for Chester to make a £25m Lottery bid to the Big Lottery's Living Landmark fund.

The proposed centre for Roman and Post Roman Chester and Britain would be likely to replace the current centre on Vicars Lane and create hundreds of new jobs, boosting visitor numbers by an estimated 40,000 each year.

It would tell the story of Chester and its amphitheatre over the past 2,000 years and may be linked to the nearby Roman Gardens by a bridge over Souters Lane.
