Since the Government has asked for all five of the Merseyside authorities to sign up to the trams deal before they agree to release the £170m, Wirral is in a good bargaining position and it remains to be seen if a compromise can be reached.
While Wirral's concern will be with the funding package, Liverpool will be looking principally at the timetable for Line One.
Delays in trying to plug the funding gap have led to a revised timetable which will require work to continue in the city centre until Easter 2008.
That would also be followed by a period of at least three months testing when "ghost" trams would be running in the city centre without passengers.
Liverpool chief executive Sir David Henshaw recently wrote to partners and organisations in the city asking them for their opinions on work continuing into Capital of Culture year.
Merseytravel has confirmed the work in 2008 would not involve digging up roads but would involve the stringing of overhead cables and "lighter" finishing work..
