The project is a major coup for Merseyside-born architect Paul Monaghan who is one of the leading members of the project team.
Developer Rumford Investment says that the scheme will create 2,000 jobs in the commercial heart of Liverpool. Managing director Richard Miller said: "This is a huge scheme with social and economic implications for the city.
"Paul and his team have worked tirelessly to meet all the criteria we set. The result is that the scheme -known as Unity - is implicit to Liverpool's re-emergence as a world city."
There will be 161 apartments and penthouses in a 27-storey block and 150,000 sq ft of commercial and office space.
The scheme will sit within the famous view of Liverpool's river frontage, behind the Thistle Hotel and to the left of the Liver Building.
"The development is comprised of two towers connected by a lower block: one tall and thin containing residential space, the other shorter and consisting of offices.
"Retail outlets will be accommodated at the ground level.
In their conclusions, city planners said that the proposed buildings will make a substantial and positive contribution to the city landscape and the Liverpool skyline.
They add that the scheme will not have any detrimental impact on nearby historic buildings at the Pier Head or harm the proposed World Heritage site.
The scheme is expected to be completed in 90 weeks.
