Lorraine Jackson, 34, of Meadow Lane, Rock Ferry, was behind the blue Citroen taxi when it caught fire halfway through the tunnel at 4.25pm.
She said: "The phone was just dead when I got there and I didn't know what to do.
"Time costs lives in these situations and I hope this apology means it never happens again."
The taxi driver from Borough Taxis, Bromborough, had to wait as his passenger used her mobile to dial 999.
Neil Wynne, operator at the taxi firm, said: "They need to have a good look at these phones because lives could have been put in danger.

"Luckily no one was hurt, but next time they might not be as lucky."
