Residents were calling police several times a night every Friday and Saturday to report anti-social behaviour.
A council spokesman said: "We desperately want to help the residents of Capricorn Crescent but we need to find a permanent solution.
"Our hands are tied by the law. We have to take the wall down before we start the consultation process because if we don't it looks like the decision to change the right of way has already been taken and the application will be refused.
"Also if we take no action it will create a precedent. There have been several complaints about the wall from people who use thatas aright of wayso if we did nothing they could takeus to court and city taxpayers would be left with the legal bill."
