"It is particularly fitting that this project is being built in Liverpool because the very first Society for the Prevention of Cruelty to Children was started in the city in 1883.
"Liverpool has a heart of gold and if any city and region can unite to support such a worthwhile cause, this one can."
Alex Leith, NSPCC children's services manager for Merseyside and Cheshire, said vital work will take place on the new site. As well as the work on domestic violence and substance abuse among pregnant women, there will be a specialist investigation service which tackles organised child sex abuse.
On top of this, teams from There4me.com, the NSPCC's pioneering online advice and information service for troubled young people, and the charity's ChildLine helpline service will also be based there.
The Appeal was launched in September 2004 at the Matalan Ball in the presence of a host of celebrity guests including Kylie Minogue.
