CCTV operators may face prison

Dec 13 2005

Liverpool Echo

TWO CCTV operators who admitted seeing footage of a naked woman in her home but doing nothing about it have been told they could face jail.

Kevin Judge, 42, of Harbold Road, Waterloo, and team leader Vincent Broderick, 52, of Waterside, Bootle, both admitted misconduct in public office after allegations that security staff spied on the 25 year-old woman while working in the CCTV control room of Sefton council.

Judge was cleared of a separate charge of voyeurism yesterday after a seven-day trial at Liverpool crown court.

Co-defendant David Welsh, 40, of Ince Avenue, Anfield, was cleared of both voyeurism and misconduct in public office.

Judge and Broderick were remanded on conditional bail until January 13 for sentencing. During the trial the court heard how the woman was filmed as she undressed to take a bath, when she was sitting on the toilet and when she was embracing her boyfriend on November 12 last year.

Judge, who was working in the control room in Bootle, admitted in court that he had caught a glimpse of the woman as she walked around the flat naked.

He said he had told camera operator Mark Summerton that was "out of order" but admitted he did not report the matter to his boss.

He also admitted lying to the police by telling them all he had seen was an empty room, saying he had been "embarrassed" about what had been going on.
