A tenth of people in the city have had one stolen, compared to a national average of 9%. London was top of the theft table, with 13%.
But the survey, by experts from the London School of Economics, also revealed mobiles could be used for cracking crime.
About half of all phone users in Liverpool said they would record criminal acts on the their mobiles.
The LSE study saw 16,500 people questioned across the country about how phones had changed their lives.
Striking statistics revealed 92% of people said they could not get through a day without their handset, while 13% of Scousers said they would interrupt sex to answer their mobile.
