The club is still consulting community groups but it is thought the plaza would include a hotel, office space, restaurants, cafes and open space for a market.

Originally, the club planned to leave to Anfield site as open space but the proposal was rejected by English Heritage.

Mr Parry said there were no current plans to move the Hillsborough Memorial to the new stadium site, although the families of victims would be consulted as plans developed.

The club and council will apply to the NWDA, the objective one European fund and heritage lottery fund to pay for the Stanley Park restoration and Anfield Plaza plans.

The club also revealed it is in discussions with Merseytravel to re-open the nearby Bootle branch line, which could see thousands of fans travelling to matches by train.

It is estimated public money of around £2m could fund a new station near Walton Lane police station.

Community groups hope the stadium will encourage a surge of investment for the refurbishment of 1,871 homes, the building of 390 new homes and a new health centre and GP surgery.

Peter Bevington, project manager for the Anfield and Breckfield Community Steering Group, has worked with the club on stadium plans since 1999.

He said: "Most people will welcome this as a further step towards the delivery of the regeneration package.

"There has been so much uncertainty over the last few years but this bring us closer to improvements to the park, housing, and linkages with  health care and education."

LFC and its regeneration partners hope Anfield Plaza and the Stanley Park restoration will be completed in time for Liverpool's Capital of Culture year.

Rick Parry said: "To get the stadium ready by 2006, we have to be on site by next Spring. It will take two years to build, and obviously we can't start the Anfield Plaza until the stadium opens.

"The consultative process with the community will continue in the meantime."

Mr Parry added the new Anfield was going to be "capital of culture beacon" and would compete with attractions on the city's waterfront.
