Moore, who caught the eye in the summer with an attacking hundred against the Australian tourists, is the fourth player to leave relegated Worcestershire since the end of the season.
Simon Jones, Gareth Batty and Steven Davies have also left but Moore insists there are no problems at the club.
He said: “It’s been a tough season. We’ve all been together quite a long time. We probably haven’t achieved the things we wanted to achieve as individuals or as a team.
“But things go in cycles. This is just a cycle where our era at Worcester is over and there will be a new era.
“My career at Worcester has been brilliant, I’ve really enjoyed every minute.
“But I felt I’d got to a junction in my career where I needed a clean slate, moving on and having a bigger challenge and Lancashire offered me that.”
