EVERTON could be forced to start the season with the squad David Moyes currently has at his disposal.
Robbie Savage's decision to sign a new deal at Birmingham was the latest body blow in what is becoming an increasingly frustrating summer for the club in the transfer market.
Everton had a £2.5m bid turned down on Tuesday and Savage agreed a new three year deal with a one year option at St Andrews yesterday.
Moyes (left) has compiled a list of targets, which includes Marseille midfielder Bharim Hemdani and Millwall's Tim Cahill.
But the club is working within a tight financial budget and the manager is reluctant to generate further revenue by selling players on with just a few weeks to go before the start of the season.
Fulham remain interested in Tomasz Radzinski and are believed to be willing to stretch to £1.3m for the 30-year-old, who has 12 months remaining on his current contract.
But Everton will not budge for less than £1.75m.
Radzinski joined the squad here in Austria earlier this week and has been welcomed back into the fold by the players, despite outspoken comments in a newspaper interview last week.
FC Copenhagen are also continuing to show an interest in Swede Tobias Linderoth, but Everton would be keen to recoup the £2m they spent on him in 2002.
Chief executive Trevor Birch is continuing to work hard with the manager on new additions.
Both are keeping a dignified silence over suggestions they are at loggerheads over transfers.
However, there is a growing concern that the manager will have to begin the new season with the 22-man squad he currently has at his disposal.
He began the summer with the target of adding up to four new faces to his ranks but that is now looking increasingly unlikely, with few players available of the quality required at the right price.
The £450,000 spent on Marcus Bent remains the only outlay by the Blues.
