"There are probably three cities which have a strong Beatles connection - Liverpool, Hamburg and, because of John Lennon, New York. We don't see a competition issue here, we see it as somewhere we can work together.
"But this isn't just about The Beatles, it's about the whole Hamburg beat scene.
"We're going to go over and take some space at the exhibition to promote Liverpool and our new Beatles map.
"The organisers have also asked us to help some original artists go to perform at the opening."
Culture chiefs are in talks with the Merseycats charitable organisation - made up of original Merseybeat artists like the Undertakers and Lee Curtis - about the event.
THE Beatles were the central part of the beat music scene which emerged at the Star Club, the Indra, Kaiserkeller and the Top Ten in Hamburg's St Pauli district in the early 1960s.
The music was labelled the Hamburg Sound and organisers of the new exhibition say it inspired musicians across the world, paving the way for today's pop culture.
The exhibition will include stage productions, photos, film and documents, as well as music.
It will also include original instruments, Astrid Kirchherr's Beatles portraits, works created by Stuart Sutcliffe, memorabilia and a reproduction of the Star Club stage incorporating original parts.
The background to the music, from fashion to student protests, will also be explored and the exhibition will be accompanied by a new illustrated book, film, and a CD featuring the best known music tracks of the Hamburg Sound.
There will be guided tours to Beatles-related places of interest in St Pauli.
