Stewards aim to ensure crowd safety and traffic management, while Merseyside Police officers plan to be highly visible throughout the festival's duration.
Chief Superintendent Andrew Ward, head of the policing operation over the weekend, said: "It is our aim to respond promptly to any incidents of crime and disorder that may spoil the enjoyment of those attending. The Festival will be a glass-free event, so I would urge members of the public who will be bringing their own drink to the festival to use plastic bottles and containers."
Motorists are advised to avoid the city centre because of road closures and possible congestion. Access to the Pier Head will be restricted on Friday evening and all day Saturday and Sunday and several city centre roads will be closed to traffic on Monday, including Dale Street, Water Street, Castle Street, James Street and part of The Strand.
On Sunday and Monday, a park and ride scheme is operating every 20 minutes between Otterspool Promenade and Liver Street, from 10am and 10pm. Public transport will be limited on Bank Holiday Monday so police urge members of the public to plan their journeys home.
A record total of 370,000 people attended last year's festival, which was headlined by The Stranglers and Buzzcocks, and generated more than £32.5m for the local economy.
