The main focus of the celebrations will be August Bank Holiday weekend when the international Beatles convention on the Friday and Saturday and the Mathew Street festival on Sunday and Bank Holiday Monday will build up to the actual 800th birthday on Tuesday, August 28.
Peter Jones, of Liverpool Chamber of Commerce, said: "The last thing Liverpool needs is a situation where the party is planned by officials in offices and forced on everybody.
"It is also important that the whole city takes part.
"I think their concern is to make sure that the type of events which are planned don't attract the wrong sort of person.
"We don't want to encourage under-age drinking for example."
