In America David - born and raised in New York - now runs three IPO events a year, in Los Angeles, New York and Chicago: all acknowledged platforms for new and established bands to strut their stuff.
"In total we get anything between 100 and 180 bands taking part, many of them very young but determined that the 'classic style of pop music' deserves to be given a proper airing," said David who arrives in Liverpool on Sunday to help launch the first UK IPO event at the Cavern.
Booked for the famous club's two stages over the seven day period are 98 of what he insists are the best pop bands from 13 different countries, who will each take to the two stages in 40-minute bursts, day and night.
Apart from a plethora of American outfits, featured are up and coming Liverpool outfit Reece, winners of the recent Cavern based Battle of the Bands. Meanwhile veteran Merseybeats founder Billy Kinsley will be holding a music workshop to talk over the days he played at the club and as member of that other legendary band Liverpool Express.
There are other bands from Spain and France and so many from Sweden that one day has been set aside dedicated to Swedish bands performing non-stop.
According to David Bash the Cavern event is bigger than his usual festivals in America because it has two stages and more bands can be accommodated.
"And so many bands clamoured to take part because it was Liverpool and the Cavern that we had to extend it from the original three days to a full week and more," he added.
Bill Heckle says: "We do stage various one off shows and concerts at the Cavern throughout the year but nothing as adventurous as this. It is the biggest event we have put on outside of the annual Mathew Street Festival.
"We are delighted to host Pop Over-throw and it just goes to prove what a consistent draw Liverpool is across the world," added Bill.
Once he returns to the States later this month, hopefully flush with the success of his first UK venture, David Bash is planning a further expansion into other American cities such as Baltimore, Boston and Philadelphia.
And he is hoping that the International Pop Overthrow - chosen from a song title by the late Jim Elison - in Liverpool will develop into a regular item in his yearly diary, thus turning it into a truly global event.
Bill Heckle adds: "We already have great music festivals here and this would just extend the season further, keeping Liverpool in the public eye as we head towards Capital of Culture year in 2008."
