Mr Elliott said negative perceptions were "not going to galvanize us all into the action required."
And he denied arts organisations were merely coming to the rescue of the Culture Company at a time of criticism in the media.
He said: "We will continue to debate and question. But the responsibility is on us all to deliver a world class event."
In a letter to the ECHO, the arts chiefs said: "We are proud to be playing our part in laying strong foundations for 2008.
"There is an exciting vision for the artistic programmes for the years ahead and we are working closely with Liverpool Culture Company and its artistic director Robyn Archer to ensure that it becomes a reality.
"We acknowledge that Robyn faces a significant and complex challenge in working with artists and organisations across the city and internationally to shape the creative product.
"Liverpool Culture Company and Liverpool City Council have the support of the institutions we represent in ensuring that an open and inclusive approach is developed that engages the whole city to create a year, and a legacy, of which we can all be truly proud."
But the backing does not amount to unconditional support.
The letter also said: "We will also be constructive in seeking any change we believe will enhance the planning of 2008."
