Merseytravel chief Neil Scales, angry at the about-turn, said it could delay construction of a new bus station, a cornerstone of the Paradise Street scheme.
Today Knowsley council chief executive Steve Gallagher criticised his Liverpool counterparts.
The line that city council-lors want to terminate at the airport is currently planned to run through Prescot to Whiston hospital.
Mr Gallagher said: "We were very disappointed Liverpool didn't talk to us about it before they decided to have a complete policy shift. We think it's nonsensical."
Cllr Storey is determined to bring the warring parties together to thrash out an agreement, which would safeguard the tram and, more importantly, the Paradise Street scheme.
"We will not allow anything to get in the way of Europe's biggest development. Paradise Street is going ahead and nothing will be allowed to stop its progress.
"It is our No 1 priority and we will make it happen. It's about the future of Liverpool, not about individual egos.
"We want to see a successful tram system and make sure it is properly funded, not paid for by taxpayers for generations to come.
"I am fed up with the chatter behind the scenes that is damaging to both the council and Merseytravel."
