Objective 1 has given £2.2m to the fund, along with contributions from Liverpool City Council, Granada TV, UK Film Council, North West Vision and the private sector.
A spokeswoman for North West Vision said: "We will be launching the fund at Cannes and basically touting for business."
Two years work went into producing the five 10-minute films North West Vision will be taking to Cannes.
They will all written, directed, produced locally, and feature local talent.
They include comedy Mixers, directed by Damian Fitzsimmons, with cameo appearances from Liverpool actors John McArdle and Ozzie Yue; Ring a King, directed by Steen Agro, a story about racism.
The others are Hell's Corner, directed by David W. Mault, a supernatural, semi-erotic tale reminiscent of the thriller Don't Look Now; The Ninety Second Minute, directed by Tony Lloyd, a dark tale about a film crew in an Eastern bloc country; and Run
Piglet Run, directed by James Marquand, about a couple's bizarre attempts to spice up their love life.
Founder of LA Productions Colin McKeown said: "Going to Cannes brings exposure to new directors and is a fantastic opportunity for them to see their work showcased with the best.
"I am really happy that everything we are taking over was made in Liverpool.
"We're also planning to push our film studios and Liverpool as a location."
